SUPERVISORY SOCIAL WORKER

The supervisor for the clinical staff of social workers, Licensed Professional Counselors, vocational rehabilitation specialists, peer supports, program support, nursing and others as assigned to the At-Risk Program. As the Program Supervisor, the incumbent plans for, organizes and directs how the work will be accomplished. He/she will develop new systems as the need arises because of procedural changes or expansion of services provided. He/she will conduct special projects or studies to analyze, evaluate and provide recommendations on programs and issues. He/she is delegated authority to take corrective action on own initiative of matters affecting the area supervised; this includes working in a liaison capacity with other Service Lines/Services in accomplishing the goals of the department. He/she evaluates program effectiveness and assists in the development of detailed procedures and protocols to supplement established administrative regulations or program guidance. The work requires administrative knowledge of Mental Health Behavioral Sciences clinical settings and clinical knowledge as a social worker. Must possess the analytical ability to research, assemble and compile information and data, evaluate the results against appropriate standards and recommend corrective actions where indicated. The work requires an ability to plan work to be accomplished by subordinates, set and adjust short-term priorities and prepare schedules for completion of work. Designates service priorities and objectives and works independent of immediate supervision. The incumbent assumes responsibility for independent professional functioning and regularly works with a variety of complex cases within the assigned areas. Is accountable for keeping the Chief of Mental Health Behavioral Sciences informed of administrative matters, professional activities, significant occurrences and identifying problem areas that should be brought to the attention of the Chief and Leadership. Work will be reviewed by the Chief through occasional individual conferences at the request of either party and through random record audits. Will have responsibility of ensuring reporting and timelines are met with regard to the multiple reporting mechanisms and sources affiliated with the Homeless Service Program. The position requires knowledge in the principles, practices, and techniques of biopsychosocial evaluation, assessment, and treatment including knowledge of human growth and development, aging, group and individual psychodynamics, psychopathology, psychiatric diagnostic criteria, psychotherapy, crisis intervention, community organization, advocacy, and social systems. Requires knowledge in community-based program design, implementation, and monitoring. Knowledge of program oversight procedures, program evaluation, and program corrective methods are required. The position requires knowledge of VA administrative procedures relative to memorandums of understanding, control point and fiscal management, and Veteran eligibility and benefits. Knowledge about eligibility for services by a wide range of non-VA community agencies and resources is also required. The position requires knowledge of statistics, data analysis, and program evaluation using statistical data. The position requires knowledge and skill in verbal communication, including giving information which is complex, often emotionally charged to individuals with widely varying abilities to comprehend, process, and/or act on the information. This includes the ability to assess the response to the information given. This includes both patients and staff. The position requires both knowledge and skill in written communication. This includes policies and procedures, reports, and letters for the incumbent's signature and the signature of others, which often addresses sensitive and potentially controversial topics and issues. The position requires clinical and interpersonal skill in eliciting information which is usually considered private, personal, and often emotionally charged. This includes skill in evaluating the information, measuring its meaning and importance to the client, and applying it to direct services and/or to treatment objectives. The position requires knowledge of state and federal reporting requirements for child and elder abuse, endangerment of handicapped or disabled persons, domestic violence, and deficiencies in the operations of licensed community facilities. The position requires knowledge of VA reporting requirements regarding patient incidents or irregular events involving facilities or agencies having contracts or formal agreements with VA. Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part). Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations:
Supervisory Social Worker, GS-13 Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. (2) Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. (3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services by supervised social workers. (d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. (e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
